In order to assess the opinions and concerns expressed by the citizens of Ecuador in their chosen social media, the Government of Ecuador relies on Websays and invests in a monitoring tool, thus establishing a new channel of communication with its citizens.

Governments very often invest resources in creating communication channels with their citizens (such as websites, apps, forms, call centres, etc.) and in promoting them in order to reach as many citizens as possible.

However, Big Data has come to make a change and, with a smaller investment, reaching a large part of the citizens is simpler: it is all about participating in the channels that all those citizens already use, be they social networks (Twitter, Facebook, Instagram, etc.), blogs or even comments in digital media. This is the path that the Government of the Republic of Ecuador has taken with its investment in Websays service and technology, which allows it to compile and analyze the public opinions that Ecuadorians express in the social media about all Ecuadorian public institutions and their leaders.

Thanks to web search, machine learning and language processing this tool shows the insights hidden behind thousands of tweets, posts, news, etc. to provide, intuitively and visually, data that the Government can use to improve its decision-making based on public opinion. These insights can be in the form of graphs, clouds or top 10 listings, among many others.

Let’s see some examples:

SENTIMENT EVOLUTION

This bar graph shows the volume of mentions of the last 7 days categorised by positive, negative or neutral sentiment. In this way, the Government can know whether the opinions of citizens in the social media are positive or negative, as well as identify the problem by inspecting the negative opinions in order to find solutions according to their requirements.

WORD CLOUD

With the Word Cloud of Websays you can know the terms most used by citizens, as well as discover trending topics that may be circulating on the social media

TOPIC EVOLUTION

This line graph of topics shows the evolution of the volume of conversation with respect to specific topics, such as economy, education, health, culture, among others of interest to the government. In this way, institutions can examine which topics are most relevant to citizens’ conversations.

This way of data intelligence allows the Government of Ecuador to visually and simply analyze the perceptions of its citizens and thus make intelligent and accurate decisions based on what the population really demands. It is, therefore, a circular experience in which listening, engaging, improving and promoting are the four fundamental pillars for success:
